Systems engineering analysis compares ATS-derived work-as-envisioned TLT processes with observed work-as-done in practice. The study applies two intentionally separated analyses to the same dataset to balance open-ended discovery with structured measurement. Case memos are used because cross-case coding alone cannot adequately capture relationships within longitudinal TLT cases. Constructivist grounded theory uses iterative coding, memos, and abductive reasoning to develop theory about TLT use in practice.
