Future work should evaluate whether targeted strategies outperform universal high-risk interventions. The study cautioned against directly adjusting payment for poor system context. Ignoring healthcare context may unfairly penalize providers serving under-resourced populations. Context-enhanced models can help distinguish patients whose risk is amplified by care environment from those protected by system factors. The article proposed using context-enhanced models to target intensive care management rather than directly adjust payment.
