Chloramine carries a higher toxicity profile than plain chlorine. Water utilities began adding ammonia to chlorinated water to form chloramine, solving the problem of chlorine evaporating too quickly in distribution networks. Chloramine does not evaporate easily and persists much longer in water through the distribution system than plain chlorine. Standard activated carbon filters do not remove chloramine from water. Using a standard carbon filter when water contains chloramine creates a false sense of protection.
