Competency frameworks can support rigour and tailored training for different audiences. Competency frameworks specify what learners must learn, while capacity-building programmes provide the means to learn it. The review defines an IS competency framework as a structured set of knowledge, skills, and abilities essential for implementation practice or research. Existing reviews have found substantial heterogeneity and insufficient standardisation in IS competencies. Agreed-upon IS competencies do not yet exist for all relevant audiences. Phase 1b will define minimum knowledge requirements for each persona to support diagnostic roles. The study uses a modified Delphi approach because initial descriptors come from prior scoping review work. Intervention mapping will connect stakeholder expertise, evidence, theory, learning objectives, and behavioural determinants. IS competency frameworks define the core knowledge and skills required for implementation science. Core competencies are intended to guide the educational intervention and future degenerative cervical myelopathy education.
