Intervention fidelity was rated green across all sites using five fidelity domains. CTIs are structured, time-limited case management approaches for high-risk transition periods such as release from prison. The trial used a housing-led CTI model that prioritised rapid access to stable housing before wider health and social needs. The intervention did not directly provide housing and instead used referral, advocacy, and support. The housing-led principle prioritised stable housing before broader social or health needs. The CTI model included a pre-release phase followed by nine months of post-release support across three phases. Post-release CTI support was organised into three phases over months 1–9. Housing shortages sometimes prevented the housing-led model from operating as intended. The intervention was a housing-led CTI model for prison leavers at risk of homelessness.
