Ten of the 22 Eastern Mediterranean countries were classified as FCVs at the time of analysis. FCV countries consistently lagged behind non-FCV countries across several diabetes policy and service areas. Conflict and crises worsen diabetes outcomes by disrupting health facilities, supply chains, governance, workforce retention, financing, and data systems. Emergencies can increase preventable diabetes complications and mortality when patients lose access to essential care inputs. The study focused on fragile, conflict-affected, and vulnerable settings because these countries face disrupted systems and constrained capacity.
