The simulation routed inside-region patients to the nearest suitable hospital and rejected them outside the region if no regional bed was available. The simulation model was built from Perined clinical data covering 44,461 neonates and 48,180 admissions from 2016 to 2021. The model was implemented in Python using the open-source salabim package.
