The study uses the Double Diamond Design Framework for Innovation, aligned with Ireland's Action Plan for Designing Better Public Services, using only the Discover and Define stages. The Discover phase involves one-to-one qualitative semistructured interviews conducted between July and December 2025 to gather detailed accounts of engagement with HSE Spark. The Define phase will analyse qualitative data using thematic analysis and produce user-centred insights provided to HSE Spark to iterate its programme offering.
