No systematic review has previously measured general health literacy prevalence across the full spectrum of blue-collar sectors. A 2011 survey across eight European countries found limited health literacy prevalence rates ranging from 26% to 62%. The only prior relevant systematic review, from 2018, focused on health literacy interventions for farmers and did not report aggregate health literacy scores using standardised measures. Prior research on health literacy in blue-collar workers is fragmented, with small sample sizes, heterogeneous designs, and a focus on specific sub-domains rather than general health literacy. The WHO's 9th Global Conference on Health Promotion identified workplace health literacy promotion as a priority for decent work and economic growth.
