The study found that higher 2019 GHS Index scores predicted lower age-standardised excess mortality in non-island jurisdictions but not in island jurisdictions. The GHS Index is a criteria-based measure of health security capacity scored out of 100 across countries and jurisdictions. The GHS Index did not robustly predict GDP per capita growth during the pandemic period. Higher pre-pandemic GHS Index scores were expected to predict better COVID-19 outcomes because the index had prior face validity and links to lower communicable disease mortality. The study supports continued use of the GHS Index for preparedness investment in non-island jurisdictions, but argues it should be revised.
