Governments should prioritize emergency care within a human rights framework to support equitable provision and universal access. National government recognition and political will are critical influences on the effectiveness and reach of emergency care systems. Government-level leadership and governance actions include policy, legislation, accountability mechanisms, and financing across emergency care components. Lack of government recognition, financing, strategy, and commitment contributed to fragmented and inadequate prehospital care.
