An OECD survey from 2019–2020 found only 14 countries had data linkage capacity across health system settings, and data quality and interoperability remain inadequate even after post-COVID improvements. During the crisis, the inability to access real-time data on patient volumes and system capacity made coordinated resource allocation extremely difficult.
