The study identified six resilience dimensions from the literature and validated them through survey and focus group data. Trust among professionals in their organisation's preparedness was identified as a prerequisite for coordinated crisis response. Pre-existing pandemic protocols were often absent or not operationalised, which was a recurring finding across settings. Across the six resilience dimensions, 17 subdimensions and 39 concrete recommended actions were identified. Simulation exercises were recommended as essential tools for translating governance plans into operational reality. Communication with patients and the public should be treated as a standardised protocol applicable to any type of crisis, not improvised.
