South Korea amended the National Health Insurance Act in 2018 to authorize HBPC linked with long-term care services for LTCI beneficiaries unable to access outpatient clinics independently. The HBPC pilot program expanded from 28 institutions in 2022 to 192 institutions in 2025. The HBPC program integrates home medical services with LTCI services such as home care, nursing, rehabilitation, and home medical care. The Korean HBPC service model is the WISH model, adapted from AHRQ and WHO ICOPE principles.
