Some services were running other non-attendance activities at the same time, creating confounding. Services differed in staffing, management, and procedures, which affected implementation. Unclear guidance left staff uncertain about which patients to call, call timing, and repeat attempts. Digital literacy varied among administrative and clerical staff, causing workflow problems and workarounds. The study took place across an NHS Foundation Trust in England with 10 hospitals on four sites.
