Implementation Limits and Future Directions

No pilot implementation was conducted in the study. The Delphi method may introduce subjective expert bias and limit generalisability beyond Iran. The framework supports responsible adoption of digital health interventions, diagnostics, and pharmaceuticals. The framework may serve as a model for other LMICs if adapted to context.
