Implementation Variation

Local adaptation was valued, especially when existing services could be expanded rather than built from scratch. Services built from scratch were slower to implement but better aligned with NHS England criteria. Virtual ward implementation was complex because it involved many stakeholders, teams, systems, and local contexts. Vague NHS England criteria led to different interpretations of eligibility and operating models. Pre-existing infrastructure allowed some sites to scale virtual wards more quickly. Adaptability also created wide variation across sites.
