Complete, consistent, accurate, and timely data helps policymakers identify service gaps, design targeted interventions, and monitor progress toward Universal Health Coverage and the Sustainable Development Goals. Quality routine health data is central to health system goals such as responsiveness, equity, efficiency, and improved health outcomes. Crisis intervention is medically valuable when trauma or life-threatening illness is present. When the body returns to normal function, it can correct many chronic symptoms itself unless progression has gone too far. The article describes much of what is commonly called health care as crisis intervention and symptom treatment. Drugs and surgery are presented as unable to restore regulatory health in chronic functional conditions. The proposed health care approach focuses on causes and natural healing capacity rather than named conditions and cures. True health care is defined as returning the body to normal function. The review's synthesis will examine whether use of high-quality routine health data is consistently associated with improved service delivery.
