Mobile web surveys produced a higher response rate than telephone surveys. Mobile web surveys were ultimately adopted by HIRA for the fourth PXA in August 2023. The response advantage of mobile web surveys was driven mainly by higher cooperation after contact rather than by higher contact rates. The article attributes mobile web participation advantages to convenience, timing flexibility, lower interference, and reduced interviewer effects. The mobile web survey used HIRA's 24-question PXA questionnaire and was adapted after usability testing.
