The project will use a modified Delphi approach because the available evidence is too heterogeneous for recommendations based only on empirical data. A 75% essential-rating threshold identifies principles that are widely valued and should be prioritised. The modified Delphi method is intended to provide a structured, iterative process for refining recommendations while preserving anonymous feedback. The modified Delphi approach was selected because it structures expert judgment through anonymous feedback, iterative rating, and discussion. Anonymous structured feedback was used to focus panel deliberations on controversial criteria. The study used a two-round modified Delphi panel conducted from September through December 2024. The Delphi rounds will use independent anonymous ratings on a five-point Likert scale. Round 2 re-ratings after discussion determined the final episode criteria. A statement will be considered to have reached consensus when at least 80% of panelists rate it as agree or strongly agree.
