Panel Composition

Participation was complete across both Delphi rounds. The panel is co-chaired by Maria Ressa and Yoshua Bengio. Panel membership includes scientists, technologists, and experts in policy, ethics, and governance from multiple countries. Eleven experts participated overall, with nine participating in each Delphi round for each condition. Each condition had at least one relevant subject-matter expert present. The expert panel was recruited using a structured qualification matrix spanning clinical, research, operational, and health system expertise. The panel included representation from VA stakeholder groups and an external emergency medicine partner.
