Participatory approaches are associated with more contextually appropriate and acceptable training. Reporting often gives limited detail about whether practitioners, implementers, policymakers, or community partners contributed to framework or programme development. Frameworks developed without intended-user input may embed assumptions that do not reflect implementation realities. The review will map development methodologies with particular attention to participatory methods. Future work will include end-user consultation workshops with researchers, practitioners, and policymakers.
