Policy Maturity Model

The study does not directly test real-world implementation or effectiveness of the maturity model, instead establishing policy targets and success metrics. The preliminary framework was developed from a literature review conducted between June 2024 and February 2025 and expert discussions. The preliminary framework contains nine key domains covering the policy functions needed for PDTx adoption. The framework will use draft maturity levels expressed on a numerical scale from absence to full and optimised implementation, with concise domain-specific descriptors. A policy maturity model provides staged criteria for assessing preparedness, from minimal readiness to advanced and optimised implementation. The framework is intended to be system-agnostic, evaluating the presence, clarity, and implementation of key policy functions rather than requiring a specific institutional design. The final validated instrument may be made available as an open-access digital toolkit for policymakers, healthcare providers, and technology developers.
