Population ageing and chronic disease are increasing GP workloads. Higher drug reimbursement, expanded medication coverage, waived registration fees, long-term prescriptions, and specialty disease clinics were identified as demand-increasing policies. Policies aimed at reducing tertiary hospital overcrowding have increased demand for CHC services. Weak information systems increase avoidable administrative labour in CHCs. Demand was expected to keep rising for geriatric, palliative, and long-term home care.
