Distance to appropriate facilities created objective delays, particularly for rural and peri-urban patients. Primary care and county-level institutions often lacked capacity for timely stroke diagnosis or management. Off-site reimbursement procedures were a barrier for migrant workers and people treated outside their local insurance area. Economic concerns affected when and where patients sought care. Hospital navigation, triage, imaging, consultation, and administrative procedures created additional delays.
