Facilitators tried to mitigate blame by framing the process as non-blaming and creating neutral, safe, trusting environments. Facilitators identified misaligned expectations as an unintended consequence of co-design. Providers raised material and structural problems that ALERT could not fully address because they exceeded project scope and budget. Shared ownership generated by co-design did not automatically translate into implementation action. Co-design could revive existing tensions and power imbalances even when participant empowerment was viewed positively. Unmet provider needs created guilt and powerlessness for some facilitators.
