Refusal to open multidose vials caused children to be sent away and contributed to delayed or missed vaccination. Vaccine stock-outs and absent health workers caused failed visits that led some mothers to stop returning. Long waiting times discouraged mothers whose work or domestic responsibilities competed with clinic attendance. Facility fees discouraged attendance even though vaccination was expected to be free.
