Singapore and Thailand are cited as examples where legal bans coexist with continued cross-border advertising and illegal online access. Vietnam's 2012 Law on Tobacco Control prohibited conventional tobacco advertising but did not cover e-cigarettes or HTPs. Resolution 173/2024/QH15 established a comprehensive ban on e-cigarettes and HTPs effective from 2025. Digital advertising enforcement remains an outstanding challenge despite legislative progress. Vietnam's high prevention-message reach is partly attributed to national TV campaigns and Ministry of Education media materials.
